The Racist Roots of the War on Sex Ed

The 1960s were a decade of dramatic social and political changes, many of them catalyzed by the shock of assassinations or the dawn of culture-changing technology like the birth control pill.

It would seem, then, that by the end of the decade it would have taken an especially grave development to prompt warnings of a “subversive monstrosity,” a “mushrooming program” that was forced upon an unwitting public through an insidious campaign of “falsehoods, deceptions, pressures, and pretenses.”

The John Birch Society published those words 50 years ago this month in their January 1969 newsletter. What atrocity spurred JBS founder Robert Welch Jr. to write this clarion call? No trigger warning is needed for this one. He was alerting his readers to the “filthy Communist plot” known as sex education.


It wasn’t just premarital and extramarital sex that stirred anxieties. So, too, did interracial sex.


Welch’s alarmist language was common currency in an organization that was known for its anti-Semitism and its espousal of conspiracy theories. They were traits that kept the Birchers’ numbers modest throughout the 1960s and ’70s — an estimated 20,000 to 100,000 members — and led to the group’s decline in later decades. The JBS, a far-right group that advocated for limited government, got its name from a Baptist missionary and military pilot who was killed by Chinese communists — an early martyr of the Cold War.

However fringe they may have been, Welch’s words signaled the beginning of intensive backlash against sex ed among a broader base of conservatives. Within months, that backlash put organizations like the National Education Association (NEA) and the American Medical Association on the defensive. As the debate raged, the NEA sought allies nationwide in churches, civic groups, and the media to save sex ed. By the following year, the NEA was reporting that sex ed programs had been “canceled, postponed, or curtailed” in 13 states and were under scrutiny in 20 state legislatures. Continue reading

Brothers in Arms, Part 1: Racist Anti-Abortion Rhetoric from the Restell Years to Roe v. Wade

This article is our first installment in a series that explores the historical and contemporary links between racial intolerance and opposition to abortion, from the fears of immigration that fueled abortion prohibition in the late 1800s to the gender-based hatred rooted in today’s white nationalist resurgence.

In the battle over abortion, Kentucky was this year’s ground zero. In Louisville, the EMW Women’s Surgical Center fought to keep its doors open, as a governor, a legislature, and a base of activists — all hostile to abortion — made it their mission to shut the clinic down. For reproductive justice advocates, the stakes were high, as EMW stands as the only abortion provider in Kentucky, the last one in a state that had more than a dozen such providers in the late 1970s.


In the 19th century, opposition to abortion was fueled by racist paranoia.


The situation in Louisville was emblematic of a national phenomenon. In 2011, state legislatures entered a fever pitch, passing new restrictions on abortion, including ultrasound requirements, waiting periods, state-mandated counseling, and prohibitions against telemedicine care and abortion medications. Within a few years, more than 200 restrictions were enacted, and by early 2016, The Washington Post was reporting that 162 abortion providers had closed in their wake.

Boom Years for Abortion

When Ann Lohman first opened her abortion practice, her experience could not have stood in starker contrast to the battle of attrition against regulations and harassment that shutters many of today’s providers. If there were any challenges to keeping her doors open, it was competing with the many other providers who clamored for attention, with advertisements in newspapers, popular magazines, and even religious publications. Lohman’s own advertising budget, to stand out from the crowd, eventually reached $60,000 a year.

Book Club: Woman Rebel – The Margaret Sanger Story

Now that comic books have become the source material for blockbuster movies, the oft-told story of the maligned and misunderstood superhero should be a familiar one, even to many who have never read a comic. Think Professor Xavier’s cohort in the X-Men movies or Christopher Nolan’s take on Batman. They’re extraordinary. They’re also flawed, often unable to shake the ghosts of an uneasy past. But their powers, not their shortcomings, are the reason they’re so maligned. No matter their good intentions, they challenge what is known and established, earning them fear and distrust.


Bagge’s graphic novel is a refreshing contribution to a medium that is often a guilty pleasure at best.


Given that trope, maybe it wasn’t such an odd idea to give the comic book treatment to the life of Margaret Sanger, the reproductive rights pioneer and founder of Planned Parenthood. Writer and illustrator Peter Bagge, a veteran of alternative comics, does just that in Woman Rebel: The Margaret Sanger Story (Drawn & Quarterly, 2013). The outcome is a graphic novel that doesn’t let exaggerated expressions, vivid colors, and terse speech bubbles derail an intelligent and sensitive retelling of Sanger’s life.

Comparing Sanger to a superhero might be hyperbole, but Sanger’s trailblazing work not only created the movement to advocate for birth control but also spurred the development of the oral contraceptive, or “the Pill.” She had the drive and the know-how to contribute to the movement as an author, editor, lecturer, and founder of a reproductive health clinic. Along the way, Sanger helped change the laws that stood in the way of reproductive freedom and bodily autonomy, while rubbing shoulders (and sometimes developing romances) with many luminaries of her time, from novelists to political agitators to wealthy industrialists. March is Women’s History Month, and this year’s theme is Celebrating Women of Character, Courage, and Commitment — a theme perfect for someone of Sanger’s stature. Sanger’s visionary efforts earned her many accolades — as well as a campaign of character assassination that has called her everything from a fascist to a proponent of genocide. Continue reading

The History of the Birth Control Pill, Part 5: Clinical Trials

Welcome to the fifth installment of our series chronicling the history of the birth control pill. In the previous installment, Margaret Sanger and Katharine McCormick envisioned and bankrolled the development of the birth control pill. Now it had to be tested in large-scale trials.

John Rock, Gregory Pincus, and Min-Chueh Chang had collaborated in the Pill’s development; now it was time to conduct clinical trials. The first study observed 60 women, some of whom were infertility patients while others were nurses. These small trials involved daily temperature readings, vaginal smears, and urine samples, as well as monthly endometrial biopsies. Although the initial results seemed promising, the sample size was small and few of the subjects complied with the protocol.


The approval of the Pill in 1960 marked a turning point in our history.


More test subjects were needed. At this point, historians’ accounts differ. Elaine Tyler May claims that, unable to locate an acceptable pool of volunteers, the researchers tested the Pill on subjects who could not give their consent, such as psychiatric patients. According to Bernard Asbell, however, Rock was scrupulous when it came to informed consent, despite it not being a legal requirement — or even much of a concept at all at this time in history.

Willing participants notwithstanding, conducting such trials in the United States posed a challenge, due to laws against contraception. So the first large-scale clinical trials were conducted in Puerto Rico in 1956. Puerto Rico was densely populated and there was a high demand for alternatives to permanent sterilization, which was widespread on the island due to funding from a wealthy eugenicist named Clarence Gamble, who advocated sterilization for the world’s poor. The clinical trials in Puerto Rico were conducted by Drs. Edris Rice-Wray and Adaline Sattherthwaite; the brand of birth control pill tested was named Enovid. A Conversation With Faye Wattleton: Part 3, Family Planning and Race

Faye Wattleton was president of Planned Parenthood Federation of America from 1978 to 1992. She was generous enough to speak to me on January 7, 2013, and throughout the month of February we’ll be sharing her experiences and perspectives in observance of Black History Month. This third installment covers questions of racism, especially as aimed at Planned Parenthood and its founder, Margaret Sanger.

[F]aye Wattleton is clear that women’s autonomy is at the core of the reproductive rights debate. Her philosophy regarding the struggle for reproductive rights, as she said during our interview, “gradually evolved to the conclusion that this is still really about the fundamental right and values that women are held to. That our reproduction is still a proxy for the larger question of our full status as human beings and as citizens.” The question is whether the government will seize the power to make decisions about women’s bodies.


“Racism has a very deep vein in this country and our culture.”


Ms. Wattleton, as the first African American president of Planned Parenthood Federation of America, was often asked how she could work for an organization founded by Margaret Sanger, a woman who allegedly saw birth control as a tool to eradicate the Negro race, to use the language of Sanger’s time. For example, when Ms. Wattleton debated Randall Terry, founder of Operation Rescue, on the Phil Donahue Show in 1991, he accused her of being a traitor to her race by working for Planned Parenthood: “Margaret Sanger … wanted to eliminate the black community,” Terry said to Ms. Wattleton. “You have been bought.”

Ms. Wattleton responded, “I do not need you to tell me what my choices are about my life and my body because I am a black person. I can make that choice for myself, just as every black woman can make that choice for herself.” Reflecting further on Margaret Sanger during our conversation, Ms. Wattleton added, “I could never understand why Margaret Sanger was hauled out. Maybe she was racist. George Washington had slaves. What am I supposed to do? Give up my American citizenship for that?” Continue reading
